Born in Silsbee, Texas, on March 7, 1944, he was the son of Talbert Lee Meadows and Laverne Roberts Meadows. He enjoyed a long and fulfilling life, dedicating 36 years of his career as a Production Operator for Firestone. A proud graduate of Huntsville High School, Talbert furthered his education at Sam Houston State University. He then went on to serve in the Texas National Guard, a testament to his commitment to his country and community. Known affectionately as the “Bird Man”, his passion for volunteering shone brightly at Shangri La, where he took care of Maxine, the resident owl. Talbert was a long-time member of North Orange Baptist Church, actively participating in the choir, handbells, and several music productions. In his free time, Talbert had a love for nature and relaxation. He cherished his moments at his place at Toledo Bend, where he and his wife, Betty, loved to sit on the pier, fish, and watch the bald eagles. His joyful spirit was also evident as he rode his golf cart around the neighborhood, always stopping to visit friends and catch up. Talbert had an adventurous side too, relishing road trips with Betty focused on seeking out antiquities and discovering new treasures. Talbert's legacy, marked by his many accomplishments and warm-hearted nature, will continue to inspire all who knew him.

He is preceded in death by his parents, T.L. and Laverne Meadows; son, Mark Meadows; and sister, Ella Neeley.
