Born in Sumpter, South Carolina, on April 18, 1957, he was the son of Lawrence F. Powell and Dorothy Powell. Billy was a dedicated servant and served the citizens of Orange County for many years as a Patrol Sargent with the Orange County Sheriff's Office. He was a loving husband, father, grandfather and brother. He was passionate about God, family and music as evidence through his servitude, protection of his family and his unending growing collection of guitars! He had a no quit attitude and refused to give up and lived life to it's fullest. It was a daily struggle and self-sacrifice he made because of his situation to be present for many of life's moments which he did eagerly because of his love and dedication to his family. Those of you who were fortunate to know him or to be touched by being in his life know how much those moments and relationships meant to him on a very personal level. He loved to cook and share his food with family, write songs, share music, go on adventures and travel. He is and will be greatly missed because a love like he provided comes along only once in a life time.
